From December 1, 2025, a new housing assistance program for internally displaced persons (IDPs) will be launched in Ukraine, which includes the option to receive a housing voucher worth 2 million hryvnias. This was announced by Prime Minister Yulia Sviridenko on her Telegram channel.
The voucher can be used over a five-year period for various purposes: purchasing housing, investing in construction, or repaying a loan for housing purchase. It is important that the housing purchased with the voucher cannot be disposed of during this period to ensure the targeted use of funds.
Who is eligible to receive the voucher?
Applications for the housing voucher can only be submitted by those IDPs who meet several conditions:
- have the status of a combat participant or a person with a disability due to the war;
- have confirmed prior residence in temporarily occupied territories;
- have a valid IDP certificate with the address of actual residence in a territory controlled by Ukraine;
- do not own other housing in controlled territories (except for an outstanding mortgage);
- have not received housing assistance in other programs.
Yulia Sviridenko mentioned that this is the first phase of a new program aimed at assisting families whose homes remain in occupied territories. The Cabinet of Ministers has already allocated 609 million hryvnias for the restoration of housing, which will allow about 9,000 Ukrainians to repair their homes affected by the war.
Program opportunities
At this time, the "eRecovery" program also allows applications for compensation for the restoration of destroyed housing on one's own land. The Ministry of Community Development will refine the mechanism for issuing vouchers to ensure maximum convenience for citizens.
The housing voucher project aims to ease access to housing for those affected by the war and the complications arising from the armed conflict.
