The Verkhovna Rada Committee on Education, Science, and Innovation has deemed the Ministry of Education and Science's work unsatisfactory regarding the effective use of state subventions in 2025.

Key Issues with Budget Fund Utilization

Committee Chair Serhii Babak reported a critical situation with budget fund absorption. In 2025, the volume of capital subventions was 13.3 billion UAH, however, actual utilization was only 64.9%, with unused funds reaching 4.67 billion UAH.

Subvention Utilization Dynamics by Year:

  • 2023: 2.5 billion UAH (82.9% used)
  • 2024: 6.5 billion UAH (74.5% used)
  • 2025: 13.3 billion UAH (64.9% used)

Babak emphasized that increasing capital subvention volumes without systemic management changes could lead to further risks of accumulated unused funds.

Reasons for Fund Non-Utilization

Key problems include late subvention budget allocation, limited time for tender procedures, supplier issues, and imperfect regulatory framework.

The Committee recommended that the Ministry of Education and Science of Ukraine conduct a comprehensive analysis of subvention efficiency and develop proposals for improving budget fund management.
