Today, November 11, 2025, it became known about the transfer to court of the case of three Russian commanders who were involved in the shelling of Chernihiv residents in March 2022. According to the Office of the Prosecutor General of Ukraine, the indictment concerns the commander of the 35th Separate Motorized Rifle Brigade of the 41st Combined Arms Army of the Central Military District of the Armed Forces of the Russian Federation, as well as two of his subordinates.

The accused face charges of violating the laws and customs of war, as well as intentional murder committed by a group of persons in conspiracy. It is known that the shelling, which occurred on March 16, 2022, struck Chernihiv residents who were in line for food outside a local store. As a result of this tragic incident, 20 people were killed, and another 28 were injured to varying degrees.

The shelling that struck civilians

It is emphasized that at the time of the shelling, there were no military targets near the store, indicating the deliberate nature of the attack on the civilian population and infrastructure. This is confirmed by data from prosecutors, who emphasize that, according to international humanitarian law, civilian infrastructure and populations cannot be the object of attack.

According to the Office of the Prosecutor General, the pre-trial investigation in this case is being conducted by the Security Service of Ukraine in the Chernihiv region.

It is also worth noting that assistance in the identification of individuals involved in this war crime was provided by organizations "Truth Hounds" and "Global Rights Compliance," which specialize in documenting war crimes.

Cases concerning the shelling of civilians and human rights violations will continue, as the international community is concerned about the situation in Ukraine during military actions.
