The new Minister of Defense of Ukraine, Mikhail Fedorov, for the first time publicly disclosed extensive data on evasion of mobilization and outlined a comprehensive plan for reforming the Armed Forces.

Mobilization Statistics

According to Fedorov, currently 2 million Ukrainians are on the wanted list, and 200,000 have arbitrarily left military units. These figures confirm the seriousness of the mobilization evasion problem.

Army Reform Plan

During his speech in parliament, Fedorov stated the need for comprehensive changes in the army structure. The main directions of the reform include:

  • Overcoming the "paper" army
  • Eliminating the Soviet approach to management
  • Reducing bureaucracy
  • Improving front-line support
  • Conducting an audit of the Ministry of Defense and Armed Forces

Personal Motivation

Fedorov noted that his hometown of Vasilivka in the Zaporizhzhia region is occupied by Russian troops, which adds personal motivation to his work.

"Today, it is impossible to fight with new technologies using an old organizational structure. Comprehensive changes are necessary," the minister emphasized.
