Ukrainian President Volodymyr Zelensky signed Law No. 12094, which establishes new standards for mobile internet in Ukraine. The document, developed by the Ministry of Digital Transformation headed by Mykhailo Fedorov, defines the minimum requirements for the quality of mobile connections that telecom operators must now meet.

What Changes Await Ukrainians?

According to the new legislation, mobile internet speed will become an official quality parameter, allowing the government to monitor and respond quickly to coverage issues. Operators will no longer be able to merely declare theoretical speed metrics.

Speed Tests for Everyone

Ukrainians will have the opportunity to independently check their connection quality using speed tests from their smartphones, and the results will automatically be sent to the National Commission for Electronic Communications (NCEC). This will help in detecting problematic areas more quickly and improving the quality of communication.

Encouraging Network Development in Villages

The law also includes the lifting of the moratorium on inspections of operators, which will encourage them to more actively develop infrastructure in rural areas where unstable connections are still observed.

National Roaming for Communication Security

The introduction of national roaming will allow Ukrainians to stay connected even during emergencies, ensuring a switch between operators in case their own network is unavailable.

Thanks to these initiatives, the new law makes mobile internet in Ukraine faster, more predictable, and accessible to every citizen of the country, regardless of their place of residence.
