The main reason for introducing restrictions is the consequences of massive Russian rocket and drone attacks on Ukrainian energy facilities. In particular, combined heat and power plants in Kyiv were previously damaged, which complicated the overall energy situation.
Experts emphasize that this winter is the most challenging for the Ukrainian energy system since the beginning of the full-scale invasion.
