The Security Service of Ukraine (SSU) has announced the detention of three individuals suspected of organizing unrest on November 2 in Petropavlivska Borshchahivka, Kyiv region. According to investigators, those involved in the alleged scheme planned to remove a National Guard serviceman under the pretext of providing emergency medical assistance.

According to the SSU, one of the suspects allegedly agreed to arrange the serviceman's removal from a temporary National Guard deployment site in exchange for financial compensation. She reportedly received the request on October 30 from another resident of the Kyiv region.

To carry out the plan, the woman allegedly impersonated a medical worker and used a private vehicle that was not affiliated with any healthcare institution. She also recruited an acquaintance who agreed to pose as a paramedic in exchange for payment.

According to law enforcement officials, the man conducted reconnaissance near the National Guard unit's location shortly before the incident.

On November 2, the woman posing as a medical worker began publishing messages on social media that, according to investigators, were intended to provoke public outrage and incite mass unrest.

Clashes subsequently broke out near the military deployment site, interfering with the lawful activities of Ukraine's Defense Forces.

During an examination of one suspect's mobile phone, SSU officers discovered correspondence with other individuals. According to the security service, the messages discussed possible scenarios for unauthorized protests targeting Ukrainian military personnel.

As part of the investigation, law enforcement officers also detained an active participant in the clashes who, according to the SSU, called for blocking and damaging a National Guard bus.

Three suspects have been formally notified of suspicion under the following provisions of the Criminal Code of Ukraine:

  • Part 1 of Article 114-1 — Obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period.
  • Part 2 of Article 114-2 — Unauthorized dissemination of information concerning the movement or location of Ukrainian military formations under martial law.

Investigators have submitted motions to the court requesting that the suspects be placed in pre-trial detention.

If convicted of the alleged offenses, the suspects could face up to eight years in prison.

The investigation is ongoing. Law enforcement authorities are working to identify other possible participants in the incident and are preparing to formally notify another detained participant of suspicion.

The Kyiv Regional Prosecutor's Office is providing procedural supervision in the case.

A formal notice of suspicion does not constitute proof of guilt. The suspects are presumed innocent unless and until their guilt is established by a court of law.
